Early Learning and Child Care: A Framework for Families Across Canada
A priority for everyone
Family members are the most important people in our lives. As parents, many of our best memories are of our children—saying their first words, taking their first steps, or their first day at school. For many of us, our children’s successes are among our best moments in life. Yet the reality is that these days most parents work outside the home.
As a father and as Minister of Families, Children and Social Development, I strongly support early learning and child care services that are accessible, affordable, flexible and inclusive, especially for families who need it most. We want our children to be happy and healthy and to have everything they need for a good start in life. That starts with early learning and child care.
Unfortunately, three out of four children in Canada do not have access to licensed child care.
So it’s with great pride that on June 12, the Government of Canada signed an agreement with the provincial and territorial governments for the creation of a Multilateral Early Learning and Child Care Framework. This will help improve early learning and child care in provinces and territories and improve the lives of Canadian children and their families.
A framework for families all across Canada
The Multilateral Early Learning and Child Care Framework is a significant and historic milestone. It will be our foundation as we work together:
- to create more child care spaces that are affordable;
- to ensure that all children receive high-quality early learning and child care services;
- to meet the diverse needs of children and families—for example, by accommodating parents who don’t have regular work schedules;
- ensure child care services are inclusive; and
- ensure that no child is left behind, especially those who are most vulnerable
The Government of Canada believes that all Canadian children deserve an equal chance to succeed. Together, we can build an early learning and child care system that supports parents and allows children to grow and thrive.
I’m excited and confident about the future as we prepare to sign bilateral agreements with the governments of the provinces and territories.
